I would suggest that she waited too long to engage him. When she suspected she was being stalked, she should have pulled down on him and told him clearly that if he continued to follow her, she would shoot him dead. "Do I make myself clear, you piece of filth? I will blow your empty skull apart if I see you again."

Too often, the perp will then anonymously call police and report "crazy woman threatening people with a gun", describing the woman, the gun, and her car.

Net result: woman gets pulled over, her gun taken, and that's one less armed woman on the street.

Your gun should be concealed until you need it to stop an attack. You should then empty the gun into the bad guy.

In the case of a woman victim and a male assailant, by time she is physically assaulted, it may be too late for her to draw on him. Or she could easily be disarmed and her own weapon used against her.

Once she is convinced a threat is palpable, she should not hesitate to pull her weapon and confront him. If he's a rapist or stalker, it's not likely he's going to get police involved. He'll rush home and change his underwear.
