Not if all the establishment types were ousted, forced out by term limits.

If you are looking for a sufficient number of establishment types to be ousted, and not replaced by clones (remembering that establishment types can be very deceptive when running for office, and the establishment knows very well what voters are looking for), I think that you are looking for the political equivalent of an 80-game hitting streak. Most establishment types who are ousted will simply be replaced by other establishment types, and term limits will accomplish nothing.

Not if your term-limit amendment contained prohibitions on the reentry of career politicians I wouldn’t think.

At this point, I don’t see how term limits would do more harm than good.
