Dictator anyone? Above the rule of law?
We already have that in Hillary Clinton.
And furthermore, our military supports and defends the Constitution. The rule of law is their guide. They can not and should not follow orders that are immoral, illegal, or unethical. And what Trump is suggesting is all three.
