“The president can’t impose tariffs - Congress has to ass legislation to do that”

I believe President G.W. Bush did in fact, impose a Tariff on imported steel back in ‘02. There are many options a President can use. Call it what you want? Unfair trade practice(s) should not go unchecked by any President that has the loyalty to defend the USA.

The tariff Bush imposed was one that already existed in law and wasn't being applied at that time on steel imports. If no tariff exists on the products to which Trump wanted to apply tariffs, he would need Congress to approve them. Even if they existed in law, he could not set the rates at any level he chose, but only within the range approved by Congress.

Oh, and how well did that tariff work out for the USA??

Pretty much what everyone has been telling Trump his plans would accomplish as well.
