Yeah, it’s shrinking it quite a bit. Like releasing ALL of us from a government program. And I do believe medicaid is a state program.
It is partially, significantly, funded by the feds and has significant federal strings attached to receive those funds. Iowa is trying to move all its medicaid patients to managed care. It needed federal waivers to accomplish that and had to push the its timetable back twice before gaining federal approval. Kasich has, controversially, increased medicaid in Ohio with up front federal financing amounting to a tax on those in other states up front, but increased costs for Ohio in out years a typical political scam and one Kasich, typically, denies. Government provided healthcare for the poor should be managed and funded locally and transparently in ways that minimize political posturing. And it should be limited to basic care as it would have to be offered equally, as a 'right,' to any that meet basic income, etc. requirements. Private charity care should be encouraged. It will be more efficient than government care and provide services beyond it. But receiving private charity is a privilege, not a right. It can be denied to whomever that charity deems undeserving. If you don't like the restrictions a charity places on its offerings, offer your money to a charity you prefer.
