Does being > 50% trigger a winner-take-all in Georgia?

Does being > 50% trigger a winner-take-all in Georgia?

There are 34 statewide delegates that go to the winner if the statewide vote > 50%.

The other 42 delegates are awarded by Congressional District. If you take 50% of those districts you get all 3 delegates in that district.

In both the state and CD races, if the candidate finishes with <50% of the vote, it becomes proportional, but in order to get delegates you must finish with at least 20% of the vote.

Only first and second place get delegates in the CD. Third is out of luck.
