Is a candidate that was born in Panama City outside of the Canal Zone a NBC? The answer is yes.
As far as children of Vietnam vets go, I don’t know the answer from an academic standpoint. Were the mother and the father married at the time of birth?

Probably not. However, if it were hypothetically a servicewoman who gave birth to a child overseas whose father was a citizen of another nation, then perhaps yes (depending on your interpretation of NBC). This scenario is more analogous to Cruz’s particular situation.
