I went to that site several years ago, and concluded that if somebody starting from, say, the area of the Mall, with a fresh corpse in the trunk that he needed to dump really quick, Ft. Marcy would be a good place.
First exit across the bridge from DC, and you're on the George Washington parkway. Pass the far too open picnic area and continue on to Ft. Marcy, where there are hills and lots of cover.
Not a place where you would want to be discharging firearms, with all those neighbors the other side of Chain Bridge Road, but perfect for laying out a nice, quiet, "suicide" scene.
