Not to worry, the National Marine Fisheries Service will become the International Marine Fisheries Service and assign quotas for migrating species to nations instead of states. These national quotas will be determined according to GDP. Highest quota to lowest GDP. Should a low GDP nation fail to fill its quota, the shortfall will be provided, at NO cost, by high GDP nations.
