Under today's libel laws the public figure can not sue. If the libel laws were a bit looser, the public figure can sue.

I agree. And to further your point, it also works in other ways:
Since you brought up John McCain, the press has consistently misrepresented what actually happened in Hanoi and on the USS Forrestal. Withholding relevant information from the electorate is as dangerous as making up a story.
