You contract for and pay a private company to originate and terminate transmission to other private companies, who in turn deliver the final transmission to a privately owned device.
They have no right to the access of any information stored on the devices or any information transmitted....
Its my understanding that Apple would need to create a new version of ios, in order to fulfill FBI’s technical request.
The current ios version does not allow access without the passcode entry, unless you already installed the enterprise software that SB county never got around to installing. That software would have allowed complete access, since this phone did belong to them, not the bad guy.
