Bottom-line. Trump has said hundreds of times that he will repeal and replace Obamacare. The replacement plan will not be dictated by the WH. It will be Congress that must come up with the replacement plan. Obamacare was put together by committee with many compromises and deals among the Dems and special interests. It is a sausage making exercise.
