I was asked about healthcare by Anderson Cooper & have been consistent- I will repeal all of #ObamaCare, including the mandate, period.
I was referring to a backstop for pre-existing conditions. I will eliminate the law, in its entirety, & replace it w/ something much better.
I will replace it with private plans, health savings accounts, & allow purchasing across state lines. Maximum choice & freedom for consumer.
I'm self-funding and I am going to take care of the people â not the special interests and insurance companies like the other candidates.
Remember, Cruz and Bush gave us Roberts who upheld #ObamaCare twice! I am the only one who will #MAKEAMERICAGREATAGAIN!

It was clear to me that Trump was saying he supported the mandate on insurance companies to take people with “pre-existing conditions.” It’s a stupid position, but it’s also one that most Republicans in Congress / politics support.
It is a mandate. Exceptions exist in all mandates.

That’s your inference. Mine was that he stated he doesn’t want destitute people dying in the streets for lack of heath insurance.
They don’t by the way. At least not in large numbers. They go to the ER. We the people ultimately pick up the tab via higher healthcare costs, higher insurance premiums and higher taxes.
However, I think mandating insurance companies to cover them would be unconstitutional so I doubt a Republican congress would do it.

Fair enough. Have you seen that in the question Trump was responding to Anderson Cooper talked about the “mandate for everybody to have insurance.” So, when Trump started his reply by saying “well, I like the mandate...” I would assume that he was referring to the mandate that Cooper talked about in his question.
Ted Cruz has said he will repeal the entire Obamacare fiasco too.
Where is my Obamacare exception? And where is the IRS that refuses to enforce it?
Please look at the graphic in post 4. It shows the transcript of Anderson Coopers question and Trump’s answer. When you read it in context it defines the term “the mandate.”

Its very clear. Anderson Cooper asked about the “mandate for everybody to have insurance” and the first words out of Trumps mouth were “well, I like the mandate.” Obviously the “mandate for everybody to have insurance” is referring to the Obamacare mandate which requires everybody to buy insurance. Only die hard Trump supporters can interpret this any differently.

People do not get that Trump is playing the long game here for the general election. It’s quite clear what he is doing.
Regarding Planned Parenthood:
He doesn’t want to come across as anti-women in the general election. He has enough problems with women based on his past comments. His position is quite clear that he recognizes that Planned Parenthood does some good things such as cervical cancer screenings, OBGYN care for poor women, pap smears, mammograms. He says that to keep the funding Planned Parenthood has to STOP the abortions. They won’t stop the abortions, so he is clear DEFUND them. This is a very reasonable proposal aimed at independent women in a general election who are usually turned off by republican social issues. It’s all political messaging with no real effect on the policy. Planned Parenthood has no intention of stopping abortions, so he is supporting DEFUNDING them. It’s not hard to understand.
Any republican nominee that runs against Obamacare will need to do something with pre-existing conditions. Polls actually show Obamacare popular with independents. Repeal and Replace is great message but voters will not tolerate a return to the old way where if you lose your job and get sick, you can go bankrupt and never get insurance. It’s just the way it is. Trump is a realist that you have to replace Obamacare with something. Remove the state lines, tax credits for health savings accounts, and probably a high risk pool for the sickest, and some kind of medicare/medicaid plan for the poorest that is cheaper and more efficient for what we have now. Again, it will prove popular in the general election.
