One thing I have learned in my 30+ years as a librarian, is that politicians do not understand government; they only understand how to get re-elected.
Mr. Trump understands government.
I agree he has stated quit often that in the corrupt system if NYC (and other nations I am would think) he is quite willing to buy his way to influence and power. Yes he knows government.

He may have seen the light.. but more likely he just wants to skip the paying for power step.
