“Mandate” in the sense that everyone gets healthcare coverage. This has always been the case for years, long before Obamacare. Nobody is refused care and that’s what Trump says in every speech, that we must have “heart” and take care of people.

Mandate = Paying a PENALTY (thanks SCOTUS) for not buying Health Insurance. A Tax on having a Heart Beat and Respiration.

I don’t think his using the word means that ILLEGAL UNCONSTITUTIONAL PEMNALTY would continue under a Trump Administration.
