I do not know what information the family was given or what their state of mind was in their grief. The simple fact was that the people in charge failed in their responsibility.

Local authorities did not order an autopsy, they used family preference as one reason for their lapse.
Family did not stop an autopsy, the county failed to act rationally and appropriately.

If nothing else, Ms Guevara must have known that questions would be raised and conspiracy theories developed in the absence of an investigation.
She either screwed up, covered up, or is blindingly stupid.
