There is your problem ... You think our democratic values are applicable to the rest of the world - they are not.
You make the mistake of presuming upon other cultures that western philosophy and theology will appeal to them. trouble is that the entirety of the world is not western culture, has not western history, nor is predisposed to western thought. This is why nation-building almost always fails.
A country or culture that is based in a theological mindset wholly adversarial to human life and individual liberty is not going to suddenly adopt western ideas. To believe otherwise demonstrates a naivete that is deadly.
We haven’t solved the Muslim problem yet. But democracy has worked well in Asia. Japan was very similar to jihadists in WW2 but democracy has contributed to transforming their country into a peaceful world power.
