Some debate exists as to the meaning of this phrase. Consensus exists that anyone born on U.S. soil is a -natural born Citizen.- One may also be a -natural born Citizen- if, despite a birth on foreign soil, U.S. citizenship immediately passes from the person’s parents.

That’s the whole point of this issue- the meaning of natural born- and even legal scholars don’t agree on what it means- however the consensus leans towards the above-

Any study of the Framers and the time in which the Constitution was written knows Vattel was the foundation of Natural Born Citizen, and indeed of extensive references in our constitution. It is irrefutable to a true student of the Constitution.
