It gives the appearance of impropriety...I don’t see any downside to releasing it otherwise.

A CRBA doesn't put an end to the issue. It proves one thing, that the circumstances of his birth satisfy the conditions set forth in a statute that grants citizenship. Certain legal conclusions follow from citizenship depending on a statute.
