Not really- In Canada, He was under what the US calls ‘temporary jurisdiction’ of canada, but that did not nullify his obligations to the US, as he was a sovereign US citizen as well- in dual citizenship- He was an American citizen- living under ‘temporary jurisdiction’ in another country for the few years he spent their

No, he was able to be a US citizen but Canada didn’t care. He has shown his Canadian BC, so until his renouncing he was technically a Canadian citizen. He has been a USA citizen since he was 16. Neither country gives a damn about his citizenship in the other country.
