Step 2. Determine from past surveillance of the mosque whether any anti-American/anti-jewish/anti-Christian/pro-jihadi (radical Islamic) sermons have been given at the mosque.

Step 3. Determine whether private meetings, lectures or educational speeches advocating any of the above mentioned topics (radical Islamic) have taken place at the mosque.

Step 4.) If there have been any radical Islamic activity at the mosque...

     a.) Deport all foreign nationals who belong to the mosque
     b.) Place all U.S. citizen members of the mosque under FBI surveilance.
     c.) Bring RICO charges against all individuals with leadership or financial positions at the mosque.
     d.) Demolish the physical structure of the mosque.

Step 5.) If there have not been any radical Islamic activity at the mosque, continue surveillance.
