Would that include retirees living - totally or in part - on social security? Or anyone enrolled in Obamacare?

In theory, there is some merit to your idea, because many government benefits can almost be considered as bribes to buy votes, but in practice your idea might end up excluding about 70% of eligible voters.

I wouldn’t include Social Security in that, no. It’s all academic - once given, it is nigh impossible to take the franchise away. I think universal suffrage is literally a death sentence to a nation; which is why universal suffrage is pushed by the globalists and communists.
