Ted Cruz's was a good response and it was the proper response. Trump's answer was just bluster trying to make himself look like a tough guy.

Oh no! His response was to NOT allow waterboarding... “EXCEPT” .......except is a very lawyerly way of answering both ways. He also tossed in that less than top ranked people could not use it in any case.......only top rank people might....etc. blah blah blah.
