Agreed . . . which is why step 2 is so confusing. It makes no sense to prohibit them from working if there isn't a greater prohibition against collecting hand-outs.
There should be only two type of hand-outs permitted:
- Life saving medical care to get them on a homebound bus/train/ship/plane.
- Passage on the same to be billed to their country of origin and/or deducted from foreign aid payments of a tax on inbound or outbound remittances.
