PacifiCorp agreed to the dam removal because it would have cost the company an estimated $400 million to meet state water-quality standards and the Federal Energy Regulatory Commission's relicensing requirements.

In other words, they were regulated out of business.

The laugher is that that water quality will be MUCH worse once the dams are removed.
