The Air Force should be given 5 years to convert to hydrocarbon free flight

That's very doable! All the AF needs do is to shift over to fleets of dirigibles. But unlike the dirigibles of old, these new, modern "green" dirigibles must not have any engines. So once launched, they'll just float around. Given enough time, they'll eventually get over target.

By the way, if you get the SecDef appointment, I'll settle for Secretary of the Air Force.

Just put hand cranks on the props. Sort of like the Confederates used on the Huntley. Plenty of room for the crews that will spin them.
