That is what Corker did or do you not have a clue how this all went down. It is law unless congress votes to kill it, but they must have a veto proof vote and they won't. That is what made Corker so evil and Cruz supported it as did eery Senator save one, Tom Cotton.

As you said it will be ratified if Congress doesn't vote it down with a veto proof majority.
