Since, by now, everyone knows that is not true, why would Bush use such a remark ? Does he think everyone in the US is that stupid ?

FWIW, around Cleveland us little folk who are registered Republicans weren't offered seats. Not only that, not all the arena was filled. It's shocking that the tickets aren't meted out equally to each candidate, but not surprising.
Even on ABC news this AM, one of the analysts was saying this helps Trump. His supporters have been reminded just what Trump and us little folk are up against.

Trump pointing out the audience was packed with donors and special interests...essentially pulling back the curtain on the rigged nature of the event...was a great moment and one you’ll likely not see talked about by the corporate media who are busy spinning the meme that Jeb Bush is back in the race.
