It is simple for a conservative. If the taking is not for public use it is not constitutional. The value of the property or the price offered has nothing to do with constitutionality. Where is the difficulty?

If the “public use” criteria is adhered to rigidly, then, as Trump said, how does a project like the Keystone Pipeline get built? Put it under gov’t ownership?

(Assuming a Pub president to support it.)
