An energy pipeline is indeed for the public good - we do need oil and energy sources for this country. A limousine parking lot for a casino does not meet that definition.

In Hawaii Housing Authority v. Midkiff ( a truly scary decision, an important precedent for SCOTUS in Kelo) it was the Hawaii Housing Authority.
