Doubt he is ignorant. He is using viewers ignorance to turn voters away from Trump.
In business terms, the US economy is highly leveraged, in that a modest increase in the “top line” e.g. GDP generates a huge (Yuge!) amount of benefit throughout the economy. For example, consider that if a business increases it’s sales its cost of good sold decreases because it can buy materials in higher volumes and labor becomes more efficient. Similarily when the GDP grows, tax receipts at all levels go up, and costs go down. In my area, population has declined but it still takes the same number of firemen, the same number of people to run the courts, etc. Government automatically becomes lean when the economy grows but we’ve been way too long in the opposite mode, where government has expanded to absorb every available dollar (and then some).

I watched the interview and I saw it as O’Reilly trying to get Trump to say what he would cut in order to pay off the debt.
