As a few freepers have pointed to on the Canadian US consulates website it states the following: The child's parents may choose to apply for a U.S. passport for the child at the same time that they apply for a CRBA. Parents may also choose to apply only for a U.S. passport for the child. Like a CRBA, a full validity, unexpired U.S. passport is proof of U.S. citizenship. . On that same page you are instructed to click a link to find the instructions on how to apply for a first-time passport, where you find the following: What You Need to Apply A completed DS-11 form One 2âx2â passport photo Evidence of childâs U.S. citizenship Evidence of relationship between child and parent(s)/guardian(s) Parent(s) or guardian(s) identification and photocopy of identification Provide parental consent Pay applicable fee Then, there is this, scroll to page 2: http://www.state.gov/documents/organization/212239.pdf

Sorry - that post came out like a run on sentence for some reason. here is the link.

The reason I post this is because some people really believe that there is no process that Cruz had to go through to certify his claim to US citizenship. That it was automatic, the exact same way as if he worn born in the US and had a US birth certificate.
