This lines up with reports I read on twitter from Syria. The Russians are telling civilians leave or die. The Assad forces bolstered by Spetsnaz are allowing women, children and the elderly to flee roadblocks but fighting age men are arrested or shot on sight.
Once Aleppo falls and the rear supply lines are secure - the ISIS controlled east will be moved on once and for all. The Russian backed Assad forces can't attack ISIS because they would face attack on their extended supply lines from the other rebel groups - most of which are jihadists at this point.
