Isn't NH a winner-take-all state?

The GOP changed the rules after the TEA Party scared them in 2012. There are NO "WTA" states before March 16, the halfway point in the process.

NH is an open primary. How can you know what the Repubs of that state really want when the other party can come and vote who they want for your party?
