President Barack Obama will propose a $10 per barrel charge on oil to fund clean transportation projects as part of his final budget request next week, the White House said Thursday.
The proposal would have difficulty clearing the Republican-controlled Congress.
Oil companies would pay the fee, which would be gradually introduced over five years. The government would use the proceeds to fund high-speed railways, autonomous cars and other travel systems.
"By placing a fee on oil, the President's plan creates a clear incentive for private sector innovation to reduce our reliance on oil and at the same time invests in clean energy technologies that will power our future," the White House said in a statement.

The Wall Street Journal (12/18/15) editorializes: âThe Energy & Environment Legal Institute has obtained government emails that show the EPA secretly worked with environmental lobbyists to craft its Clean Power Plan regulating greenhouse gases. The emails show this secret alliance designed a standard that would be impossible or economically ruinous for existing coal plants to meetâin order to force their closure. The New York Times first reported that in 2014 environmentalists Dan Lashof, David Doniger and David Hawkinsâall with roots at the Natural Resources Defense Council (NRDC)âdrafted a âblueprintâ that âinfluencedâ the greenhouse gas rules. Allow me to qualify what was in my mind when I said, “I am no big fan of oil companies”.
First, my main point was that putting a fee on a barrel of oil is simply a tax on the consumer. That would be true no matter what type of business it is whether oil, or TV’s, or whatever. That is what I was outraged about.
When I said “I am no big fan of oil companies” I should have said, “Whether one likes oil companies or not . . .” putting a fee per barrel on them only makes it hard on average Americans. I appreciate the political crap oil companies, as well as business in general, have to deal with in just trying to make a profit to stay in business.
I appreciate the innovations and all the products and influence oil companies have on improving our way of life. My grandfather was a “roust-about” for Texaco in Oklahoma and loved going around with him maintaining oil wells in rural Oklahoma.
I apologize for any perceived dissing of oil companies. Hope that helps.

Don't worry, Ryan will arrange the votes so that the Republicans in "safe" districts will get to vote first. They'll vote "Aye" of course. Then, after there are enough votes for it to pass, the ones in shaky districts will be allowed to vote "Nay".
That way, the ones in shaky districts can go home and tell their constituents "Yeah boy! I voted NO on that awful Bill!"
Priebus will make sure that those Republicans in the "safe" districts who voted "Aye" won't face any strong primary challenges. Tea Party and other conservative types will be destroyed, by hook or by crook.

($10 a barrel fee when it is selling at $35? This is utter insanity, treason really. I lost a good chunk of money on a coal stock because Obama ran that into the ground. Now he wants to sabotage oil?)
