You are missing, of course, what he also says about trying to make right. Because making right requires, of course, God... I think he’s saying he doesn’t make it ceremonial. If he were to stop and reflect on what was going on, I think it would eventually dawn on him that yes, God was involved. He’d call it an act of conscience.
While we don’t have to have someone repent in order to be able to forgive them (i.e. transfer the burden to God)... a repentance is evidence of a forgiveness.
