I can't believe our founders didn't put in somewhere in the checks and balances that should these folks NOT prosecute obvious crimes that someone can then hold THEM responsible and prosecute...

There is. It's called a "writ of mandamus" at a lower level. At a high level, the mechanism would come from Congress as, probably, a Special Prosecutor.

So blame Congress, too. They're sitting on their hands over this.
