As for current law (I think last updated in the 1950s) which congress uses to determine NBC, either parent needs to be a citizen if foreign born- which Cruz’s mom was.
In summary, Cruz is covered from an originalist perspective and under current law defining NBC.
That seems reasonable.
Cruz at worst case is still an American in the North American sense of the word (Cuba/Canada).

Dual citizenship is legal as long as the other country allows it, the US code is to honor the other countries wishes. For instance you can have both Israel and US citizenship with no problems, however you cannot have Indonesian citizenship and US citizenship, upon obtaining Indonesian citizenship you are required to denounce all other citizenship’s.
In Barry Soetoro’s case, his Parents ended his citizenship when they obtained a Indonesian passport for him. As a young adult at the age of 18 a child can reinstate his citizenship by registering for the US selective service at any world wide office of the US Council. Failure to register for the draft enforces the rejection of citizenship and the change becomes permanent.
In Obamas case, the fradulent copy of a SS certificate makes him inelegible as a President, and I would suspect is a felony.
In Cruz’s case, the rejection of citizenship never took place, he would still be eligible to be a President even with dual citizenship under these laws.
