The only "statutes" Congress can enact are statutes dealing with naturalization The first part of establishing a rule for naturalization is to identify who is required to be naturalized and who is not. If you are not required to be naturalized because you are a citizen at birth, you are a "natural born citizen".

Acquisition of Citizenship
U.S. citizenship may be acquired either at birth or through naturalization subsequent to birth.
