The framers didn’t “change” the meaning of “natural born”, because they never defined it.
That’s why Congress has the power to determine who was “natural born” and who wasn’t.
The Congress acted to define “natural born”, and it is established by statute.

Sure they did not define it. They knew what it meant, and had trust that this nation would not become a bunch of Esaus selling out their birthright.

The Congress acted to define "natural born", and it is established by statute.The only "statutes" Congress can enact are statutes dealing with naturalization (the act of adopting a foreigner, and clothing him with the privileges of a native citizen) as is plainly stated in the Constitution.
An Act of Congress simply can't make someone a natural born citizen as they aren't empowered to do that.
