There’s nothing wrong with setting up a computer to access the outside internet for personal email, web browsing (within acceptable “safe for work” guidelines), etc. - especially if said computer is not connecting to the state department network.
That is, such a system is intended for personal, non-governmental use, and it’s reasonably routine.
The problem in this case is that we NOW know that Clinton and others were conducting government business, not personal use, on these computers. But looking at the request at the time it was made, it would have been perfectly reasonable to provide this arrangement for nominally personal use.
The convenience of an official system for classified information in her office, and across the hallway, an internet linked system reserved for Hillary and staff to send sanitized documents via email.
