You do realize that the President doesn't have to get Congress to approve of a change like this, right? He is Commander-in-Chief. All he should do is rely on the advice of the experts in the military, not the social scientists. But whether or not Cruz has ever been a "team player" in the Senate is irrelevant to this issue.

How about addressing why we have had so many operational failures like SEAL Team 6 loss and had so many sensitive operations compromised even by Biden and US Senators?
How about addressing Obama’s drone war assassinations all over the middle east, Yemen and Pakistan and the IS sympathizers it is recruiting? How about addressing why the small-p potus is releasing unrepentant enemy combatants from GITMO to kill other people’s sons and daughters he has ordered into war?
How about addressing loose cannon McCain and other dumbo politicians flying below the radar with their self aggrandizing forays into Ukrainian and Syrian politics to run us into a proxy war against Russia?
How about addressing why we have 4,000 troops again in combat now in Iraq (twitting the Russians by refusing their offer to coordinate operations). Why boots on the ground in Syria and Libya? Where is the congressional oversight of this? When did they take a vote on this?
