Okay. So election board decided Feb 1., ( that info is at Illinois election board SOEB agenda), but now has further judicial review. I did not know about the review and believed it was decided by the election board. Thanks.

If left to the election board it would just be a political hot potato. Since it is a judicial matter and needs legal analysis it must be looked at judicially. No matter how the justices rule it will be appealed up to the SCOTUS
The other link stating it is already settled law will be used in the arguments. Case law trumps
