Not really. The precinct caucus is only the first step. By the time the other states do their primaries, there is no telling what the Iowa conventions and their delegates will vote for by the time they get to the Iowa state convention. Then there is the national convention, and with tied votes like these, there is no telling what kind of backroom rule changes and delegate tampering can take place with the GOPe efforts to inject their candidate ahead of the caucus and primary winners. This is why Jeb Bush refused to abandon his campaign before the Iowa caucus and New Hampshire primary. He is trying to stay in the race long enough to get to a divided Republican national convention, where magical things have been known to happen.
