One thing they do with cuts is eliminate new hires. All the ObamaBots gone. There are rare exceptions for those truly needed. But that’d be a good start.

The problem with that strategy is that it would simply entrench existing employees, and give them even more power to resist necessary changes.
A hiring freeze can be a good way to rein in runaway payroll costs — but, only if you’re otherwise happy with the job existing employees are doing. It’s not a good way to make reforms happen.
