Education for the security challenged:

JWICS devices are for top secret and above (SAP). There are only about 150 JWICS locations in the world. There is no connection to the outside electronic world (air gap)

SIPRnet devices are for secret, confidential and FOUO. No top secret is tranmitted through SIPRnet, never mind SAP. There is no connection to the outside electronic world (air gap)

To copy SAP into a nonsecure device requires several conscious steps of deliberate espionage and slight of hand to get by the levels of security.

So to copy this doesn't someone have to to have top security clearance?

How many people have it and wouldn't the system record the breach, time, place, possibly who?

They didn’t have to be copied. One of her aids could read them then paraphrase them in an email to Clinton. And I’d bet that is what she meant when she ordered it done.
