Because for a doctor or hospital to collect on the bill, they will now have to deal with as many different insurance companies and their State insurance commissioners and regulations as their patients hail from. You think they have paperwork now, you ain't seen nothin' yet. That sounds like a disincentive for insurance companies to sell to people in states they don't currently do business in rather than an incentive. Even if I wanted to buy from them why would they want to sell to me?
