Does the general voting public get to vote in a caucus or is it just for people active in the party?

I’m suspicious of just about anything of this nature which happens in the days immediately preceding a vote. It takes time for it to be noticed and responded to if it was a dirty trick by other candidates.

anyone can go, and in Iowa you can do an instant party affiliation AT the caucus. In Colorado, the caucuses are closed and party affiliation or changes have to be done at least 60 days in advance.
