Birth certificates are (supposed to be, Hawaii breaks this rule) issued by authorities in the location where the birth occurs. Cruz has a BC from Canada. That is enough, along with the law, to settle the qualification question.

Not everybody is as principled as you are. Many people (correctly) believe that the government has been subverted already, so "playing by the rule of law" is a chump's gambit.
