The man defiantely was NOT charging at police- did he reach for coat before getting shot? Who knows- but in one video it looks like as he veered left into snowbank, the truck struck an officer who bolted out behind a vehicle- but the video is weird because the officer lurched really fast on the video- way too fast- like the video was edited-
The LEO probably thought they were going to ram the road block so he ran in the same direction they swerved, as they attempted to avoid striking the road block.
Play it and record it with any good video cam or camera with such a function.
I believe some video editors will also allow one to “screen capture” vids. A long time ago I used Irfan View to record a few seconds of video, but I don’t see that in it’s options in the version I now have.

I just watched it on media player zoomed in 200% and it clearly shows him going for both his shoulder holster gun and his right hip gun. Even looks like he got one out. Sorry to say this was a clean shoot on the part of the LEO's.
He didn't want to be taken alive.
